DECOM Charter
The Annual Oil and Gas Discussion Forum DECOMconstitutes an industry-focused intellectual platform intended for open professional dialogue on key tasks and challenges in the following areas:
- Oil and gas reservoir geology
- Oil and gas exploration and prospecting
- Field Development Planning
- Field Development Analysis
- Field Development Monitoring
- Field Development Management
The priority objectives of the Forum include:
- Discussion of strategic directions for identifying solutions to current industry challenges
- Review and evaluation of existing solutions and technologies
- Discussion of scientific, industrial, and technological trends and innovations
- Exchange of professional experience and knowledge among participants
- Establishment of integrative professional links and communication among industry representatives
- Development of recommendations and managerial decisions for implementation within the industry
- Formation and development of a professional community in the field of oil and gas field development
- Development of legislative initiatives in the field of oil and gas field development
- Support of governmental programs and initiatives aimed at the development of the oil and gas sector of the Russian Federation’s economy
- Establishment and development of integrative cooperation with industry representatives of foreign jurisdictions
The Forum imposes no restrictions on participation and provides open registration either online or at the venue of the Forum.
Forum participants may include representatives of:
- Oil and gas operating companies
- Oilfield service companies
- Engineering and project design institutes
- Industry research and academic institutions
- Industry technology and innovation centers
- Specialized oil and gas higher education institutions
- Energy analytics and consulting firms
- Oil and gas industry media
- Government energy regulators
- Industry associations and professional organizations
- Financial institutions and investment funds
The Forum is organized by LLC Nafta College in partnership with leading oil and gas operators, oilfield service companies, engineering and design firms, research institutions, and specialized higher education institutions worldwide.
The responsibilities of the Forum Organizer include:
- Ensuring comprehensive compliance with the terms and provisions of the Charter
- Supporting and adhering to the objectives, format, and traditions of the Forum
- Appointment of the Chairperson of the Program Committee
- Engagement of Organizers of Technological Forum Sessions
- Participation in the formation of the Program Committee
- Securing funding for the preparation and conduct of the Forum
- Establishment of strategic partnerships with participating organizations
- Provision of a legal entity for contractual activities related to the preparation and conduct of the Forum
- Providing and support of the online format of the Forum
- Preparation of proposals and recommendations for amendments to the Charter and other official Forum documents
- Development and maintenance of the Forum’s information resources
- Drafting of the principal documents governing the preparation and conduct of the Forum
The funding sources for organizing the Forum consist of contributions made by participants and partners.
Early-bird and group contributions are subject to discounted rates.
The Organizer acts as the beneficiary of financial resources and the controller of expenditures and ensures annual public financial reporting on the Forum’s official web portal.
Public reporting is prepared by the Organizing Committee.
The Program Committee is formed based on bilateral agreements between the Forum Organizer and the Organizers of Forum Sessions, on either an annual or long-term basis.
Short-term or long-term bilateral agreements are initiated by the Chairperson of the Program Committee.
Each member of the Program Committee assumes responsibility for organizing one Forum Session on behalf of the organization they represent and may organize an additional Forum Session for their organization, subject to the availability of open session slots.
Each member of the Program Committee may delegate one representative of their organization to the Organizing Committee to participate in the preparation and conduct of the Forum.
Each member of the Program Committee has the right to submit proposals, amendments, and revisions to the Forum program in accordance with the Charter, Formula, format, subject matter, and traditions of the Forum.
A representative of the Forum Organizer is a permanent member of the Program Committee.
The Organizing Committee carries out all activities related to the preparation and conduct of the Forum within the approved budget.
The Organizing Committee consists of voting and non-voting members.
Voting members of the Organizing Committee are delegated by the Program Committee (one representative from each organization owning a Forum Session).
Non-voting members of the Organizing Committee are appointed by the voting members based on a submission by the Forum Administrator.
The Forum Administrator is a responsible individual appointed by the Forum Organizer.
Strategic organizational and programmatic decisions are adopted by vote (in-person or absentee) of the Program Committee members. A decision is deemed adopted if approved by a majority of the Committee members.
Tactical organizational decisions are made by the Forum Administrator in coordination with the Program Committee.
Strategic decisions include:
- Approval of the Forum budget
- Approval of the program of the upcoming Forum
- Approval of the venue of the upcoming Forum
- Approval of the dates of the upcoming Forum
- Approval of amendments to the Charter and other key documents and elements of the Forum format
The Organizing Committee operates on a year-round basis and publishes an annual public report on the results of the Forum on the Forum’s web portal.
The Organizer of a Forum Session is a legal entity that undertakes the following obligations:
- Ensuring early payment (no later than six months prior to the commencement of the Forum) of the Program Share (in monetary form or in an equivalent material form)
- Organizing one Technological Forum Session
Privileges of a Session Organizer include:
- Standard privileges of a Forum Session Organizer
- Delegation of one representative to the Program Committee
- Delegation of one representative to the Organizing Committee
A Partner may be any legal entity (oil and gas production company, oilfield service company, scientific or engineering organization, academic institution, higher education institution, or mass media outlet) or an individual providing financial, material, technical, technological, organizational, personnel, or other support in the preparation and conduct of the Forum.
Forum Partner statuses include:
- General Partner
- Official Partner
- Information Partner
- Technical Partner
- Media Partner
General Partner Privileges:
- Mention and placement of the Partner’s logo across the Forum’s information resources (official website, program materials, press releases, post-event materials, on-site advertising including registration areas and photo zones, and official social media accounts)
- Provision of on-site advertising space (banners, roll-ups, information stands, branded zones, promoters, etc.)
- Placement of the Partner’s name and logo on marketing materials related to Forum events funded by the Partner
- Participation of Partner representatives in official Forum events
- Participation of Partner representatives in the Forum’s business program
The General Partner is a legal entity and industry organization cooperating with the Forum Organizer to jointly ensure the conduct of the Forum.
General Partner status provides priority participation in all business program events of the Forum.
The General Partner assumes the following obligations:
- Early financing (no later than six months prior to commencement) of the Organizing Committee’s activities
- Early financing of a double Program Share
- Organization of one Forum Session
Privileges of the General Partner include:
- Standard privileges of a Session Organizer
- Reference to the General Partner in agreed marketing materials
- Delegation of an additional member to the Program Committee
- Delegation of an additional representative to the Organizing Committee
- Priority right to organize an additional Forum Session in the event of available vacancies
Additional Partner privileges not contradicting the Charter shall be formalized through separate agreements and approved by:
- The Forum Organizer (between Forums) within the framework of long-term strategic partnerships
- The Organizing Committee (during preparation and conduct of the annual Forum)
An Official Partner is a legal entity participating in the preparation and conduct of the Forum on a commercial or partnership basis.
Obligations of the Official Partner include:
- Early financing in an amount not less than one Program Share
- Provision of equivalent material support
Privileges of the Official Partner include:
- Placement of the Partner’s name and logo in Forum marketing materials
- Additional privileges governed by a separate agreement with the Forum Organizer and not contradicting the Charter
A Media Partner is a legal entity that is a duly registered mass media outlet, social network, or online forum providing informational support for the preparation and conduct of the Forum.
The Media Partner’s audience must closely correspond to the target audience of the Forum.
Media Partner obligations include:
- Publication of promotional and post-event materials regarding the Forum on the Partner’s information resources, official website, and official social media accounts
Privileges of the Media Partner include:
- Placement of the Media Partner’s name and logo in Forum marketing materials
- Participation of Media Partner representatives in Forum events
- Placement of advertising and promotional materials at the Forum venue (for print media, distribution of printed editions)
An Information Partner is an industry organization or media outlet cooperating with the Forum Organizer for mutual informational coverage of the Forum.
Within this partnership, the Organizer receives free informational coverage in exchange for placement of the Partner’s promotional materials at the Forum venue and on the Forum’s information resources.
Obligations of the Information Partner include:
- Placement of the Forum logo on the Partner’s official website, social media accounts, press walls, and printed or promotional materials (if applicable)
- Publication of Forum-related information materials (press releases, post-event releases, photo and video reports)
- Mention of the Forum in additional informational materials, with the possibility of granting the Partner priority access to exclusive Forum information
- Participation of Partner representatives in official Forum events
A Technical Partner is a legal entity or individual covering, in whole or in part, technical expenses related to the conduct of the Forum, including the provision of equipment, goods, or services.
Technical Partner obligations include:
- Provision of equipment, goods, or services required for the Forum
- Full technical support and maintenance of provided resources
- Compliance with Forum requirements and standards
Privileges of the Technical Partner include:
- Placement of the Partner’s name and logo in Forum marketing materials
- Additional privileges governed by a separate agreement with the Organizer
The Forum budget is divided into equal units referred to as Program Shares, in a quantity corresponding to the number of Program Committee members.
The budget may include the following expense items:
- Telecommunication costs (web portals and online broadcasting)
- Venue rental
- Intellectual program costs
- Entertainment program costs
- Tourism program costs
- Travel expenses of invited experts
- Travel expenses of early-career professionals
- Remuneration of Organizing Committee staff
- Travel expenses of the Organizing Committee
- Office expenses
- Administrative expenses
- Representation expenses
- Consulting support for participants
